The obvious answer is George Bush, as if you assume that (though it might be down to their governments propaganda) the Chinese hate him, as do the Russians, as do Muslims, as do a great deal of Africans, and likewise many Europeans, along with South Americans..... well, what is left?
Oh yes- red neck Yanks, and for some reason, the leaders of the British government, though the bulk of their people are not behind them either.
So, by my rough estimates, the stats "might" be as follows...
Thos in favour of George Dubya Bush.. 1 per cent.
Those against him.. 97 per cent.
Those undecided (mentally incompetent).. 2 per cent.
I think most of the world admires Bin Laden for his stance against the US, even if (like me) they do not agree with sick terrorist methods which target innocent citizens. If he attacked purely US military targets, then I personally would find it very hard to argue with his politics at all. The USA IS the global tyrant, and the most galling fact is that those who ride roughshod over their own and international laws, and abuse human rights, should pretend that they act in the interests of democracy and freedom. The world needs to wake up and realise that the US governement will do anything- absolutely anything that it deems in the interests of their small part of this world, at the expense of the lives, economies, environments (etc) of anywhere that is not of their territory. They do not really care if there is a democratic or free world- they simply wish to maintain their global dominance through weaponary and the threat of sanctions or the cessation of trade with nations who (unfortunately) seem to depend on these ties with the US, in order that they can continue to live as only the most privileged few on this earth cann afford to live.
It is not hard to see that for every Hollywood Mansion, or Californian Dream, thousands of third world children will die who could've been saved if the world's resources were shared equally between those who need them. This is nothing to do with religion, it is simply the point that the "western dream" can only exist if those living it can turn blind eyes to the pain they cause the rest of the world. This is what the US has mastered- the art of pretending they are whiter than white, when they are actually the dirtiest fighter on the block.
I would guess that the aforementioned redneck Yanks, who still believe in the "land of the free and home of the brave!" might make up, along with their patsie's the UK politicians, about one per cent of the world, and they are the only one's who feel true hatred for Osama. I know that moderate Muslims have denounced terrorism around the world, but that does not mean the same thing as hating the man or his cause.
So, I hope that answers your question. Robert Mugabe should currently be right up there with the hated Bush, along with the Chinese, Russian and South African leadership who have allowed the continued slaughter and starvation of ordinary citizens of that country by failing to agree to measures to counteract Mugabe's genocide and other crimes.
In terms of the dead figures to hate, old Adolf Hitler must still rank up there for the sheer scale of his sickening brutality and genocide, even when his own generals had told him the war was lost- he truly was evil to the end.

There is no proof Adolph Hitler is still alive, so he cannot be "on earth"; but, I I believe Adolph Hitler will remain the most hated person ever until at least 2075, at which time it is unlikely anyone who ever was affected by Hitler and his regime, will be alive.

This is subjective because not many people are familiar with the extremely psychotic characters of history like Genghis Khan, Vlad "The Impaler", Nero, Alexander the Great,....
These men acted out horrific murders, torture and fear.
I don't think anyone on this side of the First World War can compare with any of them.
