It's Blake Lively's hair. It's SO cute! My hair is about that length, and I think I could get it like that. Can someone give me an explanation or show me a tutorial or something on how to get my hair like this?

This hairstyle depends on your natural texture.
Curly hair: start with damp hair and pat it with a towel until it's only slightly wet. Put in a texturizing spray (for curly hair, I like to use Bumble and Bumble or Tresemme) and let it air dry. Run it through with a wide tooth comb once before it dries completely, and put a coat of hairspray on (not TOO much, otherwise you'll end up with helmet head). Since curly/wavy hair has a lot of volume, teasing is not needed, except in the front section. Separate the front section (the width depends on what you're comfy with) and lightly tease underneath until you get the desired height. Spray underneath and then pull the section back and pin in place at the back of the crown. Smooth off any bumps :)
Wavy hair: do the same with curly hair up until you've applied texturizing spray (I use Tresemme or Aussie for wavy hair). Don't air dry, as you'll lose a bit of the style. Scrunch dry with warm or cool setting on your blowdryer, preferably with a diffuser, and LIGHTLY tease to get that "just rolled out of bed" effect. Spray, and follow instructions above for front section.
Straight hair: apply the texturizing spray; this will come into effect after curling. Blowdry your hair upside down to get extra volume, since straight hair tends to lie flat. Afterwards, lightly spray your hair with medium-strong hold hairspray (Pantene for fine or medium hair, or Garnier) and curl with a medium to large barrel curling iron, making sure each section winds away from your face and not towards, as it looks awkward if it curls towards your face. Don't worry about the curls looking the same size. These aren't princess curls, they're more rocker curls. Tease underneath for volume, and lightly tease the strands for the bedhead look. Spray in place. Tease and pin back the front section as in above.
