I paid almost $700 for a Gateway laptop that has Microsoft Media Center Edition thinking it came ready for viewing dvd movies on. I later find out that I have to spend more money on a separate dvd decoding software!! What a rip off by the movie industry...

Hi, first find out for sure if your dvd player (The place you open up and put the dvd in) is dvd compatible.
Ask them if the "device", the drawer, is dvd compatible.
If it is then all you need is the software to play dvds and you can get that free all over the internet.
There are 2 things you need when it comes to playing dvds.
1. The dvd device (the hardware the spins it around like a record)
2. The software that communicates with the device and tells it what to do.
#2 is easy to get but you don't want to go get #2 if your dvd device doesn't play it.
Not to leave you hanging though why dont you download the software below and then put a dvd in and see if it plays it. If it does then #1 (your device hardware) does play it.
Note that if you type in DVD PLAYING SOFTWARE on the internet you can find software free that will play dvds as long as your hardware is a dvd player. Also try http://www.download.com/ but first go to site below and try installing that.
Thats not nessecarily true. The computer should come prepared to play all DVDs if the DVD logo is on the drive. Any home-made DVD's might need codecs but those are readily available online for free. In order to copy or burn DVDs, your home ones or backups, you do need special software. But there is open source software for almost every task available online for free, you just have to do the research.
your computer should be able to play most DVD's that are available from retail chapters. Now if you're talking about a home burned or copied or bootleg DVD then indeed you might need to purchase a decoder. Sorry.
