There is some work being done to unlock the iphone to be available to any gsm service, but specifically for those in USA, Canada and Europe.. Once a tool to unlock the phones has been discovered you will be able to use the iphones with T-mobile, AT&T wireless (not the same as at&t or cingular), Rogers, Fido, Vodafone, etc.
The short answer at this point is...no. AT&T is the exclusive U.S. provider, and Apple is reportedly working out a deal with Rogers to offer the iPhone in Canada. AT&T's romaing charges in Canada, per their Website are $2.49 minute. Ouch. If it even works.
