The constitution was intended to be a framework for the government. That's why it's short and doesn't cover everything. It gives broad powers to the three branches of the federal government, and we have implied specific powers from the broad ones for nearly 200 years..
In 1819 the Supreme Court settled the issue that you raise here. It held in McCulloch v Maryland that the constitution can be interpreted to give the federal government powers which are not specifically listed in the constitution itself.
The powers of our government are very clearly outlined. This like many other issues is meant to fall under the power of the States not the federal governement.
Somewhere along the lines people have forgotten that the Federal government is supposed to be their to defend our freedoms and protect our people so we can make the most of our lives.
If the states wish to collect taxes and provide a service such as healthcare. That is for them to decide not the federal government. If you want a service that your state does not provide you can move to another place.
Ever since the Civil Rights movement the government has slowly be taking away the decisions from the states.
Edit
Welfare was used in an entirely different way in the 1700\s than has become today. It was used for protection from fear not provide what I want so I can be happy.
It is permitted by the same clause in the Constitution that permits the government to create the Federal Reserve, to create Social Security, to create Medicare, to wage undeclared wars based upon UN resolutions, and to violate the 2nd Amendment, among numerous other similar actions. Simply put, Universal Healthcare is only constitutional because the Constitution is a "living Constitution" and is "just a piece of paper."
Simply put, it isn't constitutional, but the government hasn't cared about obeying the Constitution for a long time now.
Well the preamble gives one of the reasons for having a constitution to "promote the general welfare". Ensuring everyone has access to health care would contribute to that.
Universal healthcare is not a charity - it is an investment in the nation.

article 1, section 8, Powers of Congress
The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;

is that a good enough answer?
I wonder why every fascist speaks about the constitution especially when it's so clear that he doesn't know what it is...
Man where in the constitution says you must be such an idiot?
The Constitution guarantees individual rights. It does not govern where the tax money is spent.
I guess you can afford health insurance, and probably not give **** if other people have insurance or not.
Do you know how much of tax money we spend for the current war?
Where in the constitution does it say that it's ILLEGAL?
That's all I need.
