This happens to me all of the time. Usually what has happened is that the university has not been able to assign a teacher to that section. This is due to them hiring for the class, not sure what the demand will be for the course, a graduate student will be teaching the class, the web site has not been updated or several other factors. I would not take it to mean the class has been cancelled if there is not a teacher listed and I would attend it until you hear otherwise.
