This could be swollen lymph nodes. You should check the other places the lymph nodes are located, like behind the jaws, in the bend where the back legs meet the stomache, and on the back of the legs. You should probably take him to the vet to have this looked at because it could very possible be nothing, but could also be lymphoma.
There are many things that can cause lumps, and without being able to examine the lump, it really isn't realistic to even hazard a guess. Have him checked by a vet to make sure it isn't cancer.

Could be fatty deposits, could be cysts, could be benign lumps, could be malignant lumps....we cannot tell you through our computers.
Your best bet is a trip to the vet where they can get a sample and send it to the lab and see exactly what you're dealing with.
Go to the vet and get him checked out.
