Well according to 82games.com (a website devoted primarily to the statistics of the NBA) rate Jason Kidd as the #1 ball handler. So far this season (2006-2007) Kidd has 628 assists with the large amount of those being jump or close assists. He is credited with 45 ball handling turnovers, which is a low number for the amount of playing time he plays. One of the smartest point guards playing today, he had the ability to distribute the ball to open players and create open shots for them also.
Next in line would be Jason Williams. Not only does he deliver the ball to open teammates, he is constantly dazzling us with his creative passing and dribbling abilities.

I saw him quite a few games as i was sitting courtside and he has some crazy speed and some finesse handles. Hes gettin up there in age but hes still got it. the fastest player,best crossover, and best handles.
