I was told that an anchor meant that you will not let negativity or anybody tell you wrong. But why does it represent this if you refuse to sink?

The anchor represents the things that can weigh you down. The negativity. The whole quote says you refuse to let the anchor weigh you down.

In this metaphor, the author is the ship.
