I'm 12 years old and nearly everybody on my street has a dog, while mine is staying with my dad on a business trip. Most of the dogs have been either neglected or not taken care of. For example, I always see my neighbors' dogs in the street and some dogs have actually ran into my house before. I want to ask my neighbors if I can care for their dogs but I don't want to sound like they're bad owners. What should I do?

It sounds like you are a caring and thoughtful person to consider these neglected pets:)
What if you were to create a flyer or poster advertising care for their dogs with whatever you want to include, like all day doggie daycare, feedings, overnight stays, walks, etc? Have relatively cheap prices (but not ridiculously low) for each option, and make your services sound professional and easy to use. Also include a paragraph about how much you love animals and since your dog is away, you miss taking care of one. This will assist in making sure the owners are not offended by your offers as there is a reasonable explanation for why you are offering these services:). Have a few sentences dedicated to the welfare of the animals, such as: "Your dog will have access to fresh water and a warm place to sleep when he is not being petted, walked, or played with. Feedings are included. You don't have to worry about your dog when he's at _____(name of your services)! Dogs will be well-cared for and happy!" Ask that the owners provide information about the dogs first, though, such as how they do with other animals/people, medical issues, etc. Have them provide you with feeding instructions and sufficient amounts of their dog's food if you include feedings in your services. Make sure you have your parents' permission first!

The dogs are most likely not being neglected, honey. If you see physical signs that they are then that's on thing, but just because they are allowed to run free does not mean they are not well taken care of. For example, my dog is a Westie, our neighborhood is secluded and my dog is street smart and knows to look for cars. He is allowed to roam free and my neighbors often let him inside to give him treats and such. He comes home every night for dinner and bed. He goes to a groomer once a month and is a very happy dog. Some people just don't keep their dogs in.
I'd get an adult to call a humane society if you think it's that bad.
But as for yo taking care of the dog, if you come across it, do whatever you feel is necessary and send it's on it's way back home safe and sound.

That's exactly how my Next Door Neightbor's Dog is (I'm about your age too). Their Chihuahua ran into my Backyard through a hole. I wanted to bathe her because she was covered in mud and dirt. But my mom said I shouldn't do things to other people's dog without permission.
Ask if you could Dog-Sit the dog? And...ask if they want the dog or not : )
