Either buy your cat wet kitten food(found in any grocery store or pet store) or sprinkle plenty of water if u dont want milk over your cats food. Also make sure u get kitten food that is nice on his/her stomach
How old is he? Have you had a vet check him out and examine his teeth? He should have a full compliment of baby teeth even if he is only a few weeks old.
Milk won't give him worms but cats can't digest cow's milk. If he is very young, you can get kitten milk replacer at a pet store.
He shouldn't get worms from milk. Cow milk is a bit rich for them, though, so get special cat formula from the vet or pet store or give them goat milk which you can get in canned form from a grocery. You might try soggying the food up with this til his teeth have hardened, or you might, quite temporarily, feed him soft food like canned or tender vittles.

I think you should water down the cat food with a little bit of warm water. it's not going to give it worms and it's easy on it's little tummy. I did that with my baby tom when he was tiny.

Does milk give you worms?? It doesn't give anything worms, but it can give kittens and cats diarrhea since they are normally lactose intolerant.
SOAK the dry food in hot waster for about half and hour, then offer it. Works well.

There are soft canned food at your local supermarket.
Feed him "wet" food....soften the biscuits with water.....maybe try some mince.....
