Technically it would be level 1 because it isn't a considerable hazard to people and requires basically no safety procedures. But in reality it's not like bread mold even calls for a biosafety level.
P.S. Penicillin was discovered on oranges, not bread.
There are several types of mold which can occur on bread. Some of the most common are:
Penicillium, Aspergillus, Rhizopus, Monascus, and Fusarium
They are not bacterial organisms, but are in fact a type of fungus. The level of hazard posed to life is dependent on the type of exposure, the type of mold and the quantity of the mold present.
In the case of having a loaf of bread go moldy in your home, there is no big risk to you at all from a disposal standpoint. If there was then we would all have to have bio-hazard receptacles in our homes! As for accidentally ingesting some of this mold, as long as it was just a small amount then you should not suffer any ill effects. If anything you may get some psychosomatic symptoms from being worried because of eating moldy bread. Now if you did ingest a substantial amount of the mold and/or if you have any type of medical disorder that has weakened your immune system, like HIV, AIDS, Lupus, Transplants, etc., then you will be more at risk for a fungal infection as a result of consumption of certain molds.

that's how penicillin was discovered, but don't eat it
