I have never been able to make more than 10hr. which is not enough to sustain a family of four. How do I break the cycle of being a low wage earner since I am the only one in my family that is able to work?

There is no such thing considering money really has no value and if work for someone you essentially become a slave.
I'm not trying to be offensive but it's simple. There are only two choices. Reduce your out-go or increase your income. Maybe you could scratch by and take night school courses to get a better job. That would be a good long term solution. Yes, you will be away from your family more but just for a while. You will be working toward a better living for them and more time with them. When you find out, let me know. I think many people are stuck in this unfortunate situation, which many of those who are higher earners fail to understand.
The only solution I know of is:
1) find a way to increase your education/job skills, so that you can earn more per hour, and
2) educate yourself to be a really good money manager (you probably have lots of practice on making ends meet, out of sheer necessity, but we can all continue to grow in this area).
Ask at your local community college, at your local adult education center, and at the department of job & family services for your county, what resources might be available to help you increase your earning power.
