i have a 12mbps service and whenever i download something it is only downloading it at 51kbps, the highest i've seen today was 100kbps we do not have a satellite service nor a download limit.
Update:i am downloading from big companies (java, Blizzard etc.) i do download from bittorrent/utorrent but when i do i always get 1.2 mbps (from my 12 mbps service.

Is it over Bittorrent? On Bittorrent, the speed is faster with more seeders, but if you are downloading a file with not a lot of seeders, it will be slow. Or the ISP might be throttling your connection.
Your internet speeds sound okay. 1.2MB is more or less about right for 12mbps.
Downloads are usually Bytes/sec, your ISp speed is bits. So, a 12mbps ISP speed comes out to about 1.2mBytes/sec download maximum (with some overhead accounted for...)
Otherwise, download speeds are dependent on how fast the server you are downloading from can send the data. Slow server = slow downloads
downloading depends on the upload speed of the remote server and how many people are using it , go to a broadband speed test site and check what you are actually getting
