Could someone tell if a child could go to school in a county where the custody parent doesn't live. In other words, the custody parent live in one state and the child lives in another state. If so, what will need to be done for the child to go to school?

Depends on your custody and/or visitation agreement. If the agreement states the child(ren) must attend school in a specific district, then no, they can't change school districts without a court order.
If you have questions, check with an atty or your local legal aide organization.
