I would assume that a sniper who is in Delta Force is a specialist in supporting Delta Force operations in a sniper role. So the Delta Force sniper would be better if he was supporting a Delta Force operation.
As far as sniping goes I would have to go with the US Marine scout sniper in general unless we are talking about a specific Delta Force operation.
Sniper on sniper is USMC scout sniper bread and butter really. They are the best at general sniping, and counter-sniping for the most part. They undergo the best, most comprehensive, and hardest sniper school in the US military.
I could care less what people from other branches say, people tend to spout their own rhetoric even when they dont know what they are talking about. Anyone who really knows anything on the subject regardless of thier branch will agree that the USMC scout sniper program is miles above what any other branch has to offer in terms of sniping.

I come to Yahoo answers in the military section pretty often, and I always like to answer the questions about Delta Force one way. I would agree with the first poster. YOU WATCH TOO MANY MOVIES.
This is why:
There is no such thing as Delta Force. The reason there is a "DELTA FORCE" movie and rumors is that it is Hollywood.
The only military unit that comes close to Delta Force is a unit designated Delta (Which stands for D) Company 3rd Special Forces Group Command. This company is tasked out to train other soilders in other countries in special guerrilla warfare. They are a tranning unit. Now do I think that this unit is capable of what is told in stories and in movie, YES. These are individuals that there job is to teach other people, usally the best teachers are the ones that excell in their subject matter.
Now does Delta Company go out and do all these kinds of missions around the world that no one knows about and anwers only to the president........ Not really. But do I belive that there is such a unit in the military..... Yes. I dont think they go out and advertise their jobs so everyone can write stories.
Now to anwer your question. Marines are amoung the best marksmen in the military, all military snipers are trained the same. Now would I take an kid fresh out of Army Basic tranning and put him up against a kid fresh out of Marine Corps Boot camp, I will take the Marine any day of the week.
It all boils down to the individual.
Maestro is right. There is no way that Deltas are better than Marines in my opinion. Marine snipers have the most recorded sniper kills than any other branch of the military. The sharpshooter originated by Marines sitting up on the masts of the ship picking off enemy targets in 1775.
Delta Force Sniper
So the Delta sniper asked the Marine sniper if he could shoot the balls off that mosquito on the 1000 meter target. The Marine looked downrange and said hell no. The Delta guy laughed and said, I didn't think so pansy. The Marine looked him calmly in the eye and stated, that mosquito is a female dumass.

To answer the question, both groups have a one shot, one kill mentality. Both groups almost always achieve that goal.
But you must keep in mind that the Marines will never see a certain combat zone until "Delta Force" has been there for ages.
You have to be very intelligent and in top physical condition. Depending on your PT tests and ASVAB scores, you can be put into selection where you have to pass a rigorous PT test. If selected you will go through an indoc program to see if you have what it takes to complete the full training program. If you make it through indoc you will be on your way to becoming a SEAL, Ranger, etc. For SEALs you would train and be assigned to a team upon completion, at either Coronado or Virginia Beach. As far as DELTA, well technically it doesn't exist but the Army referes to them as the 1st SFOD. They recruit out of the Rangers and most of the time you don't go to them, they go to you. It's also impossible to choose who is better because they are all used in different situations. For example, SEALs are master combat swimmers and would be chosen over a ranger for a night time ocean drop, or anything that would involve water. But with that being said, SEALs have by far the most rigorous selection/training program of Rangers/RECON/SEALs.
A lot of delta force operators were previously marines so probably.
I was a marine sniper, there are alot of good ones in each branch but overall marines have most comprehensive training. many orher branches send their people to train with the marines.
