Societies vary mostly because of culture. The world has differing climates, religions, customs, language, etc. all developed over time by people living in groups. Individual behavior also varies, but more so because of individual character traits (honesty, integrity, responsibility, intelligence, diligence, tenacity, etc.)
I don't know. I will ask God when I get there if I get there. But for now all I can come up with is that we aren't so different after all. And that makes no sense to me. It is like we are different or we aren't. All I can do is deal with the reality much less try to figure it out. And there is a lot to figuring it all out due to such a variety that we have to work with.
