Ah... Thanks for that piece of information. Would you happen to know if a specific type of pen is used when laws are made? I assume they must be written down in a formal manner for documentation.

Congress writes, considers, and passes laws (though they can use proposals from the president).
Why are you under the delusion that laws today are hand-written? Have you never heard of people typing things into computers and printing them?
No, the kind of pen used to sign them, and the kind of computer used to type them, aren't a matter of law or anything.
Congress makes laws, not the President. At least that is how the Constitution spells it out. Obama doesn't exactly follow the Constitution.
