My Pom had his own private yard at the old address but he now needs to be chained up because we have no fence yet. He will not do his business outside and when taken for a walk will not do it then either. Please help, I love my Pom but can not let him continue to pee and poo on the new carpet.....Any ideas would be appreciated! Thanks!

Dog show exhibitors use exercise pens for their animal's use while at dog shows. They are relatively inexpensive, and a dog that is used to having free roam to eliminate, will usually use one of these portable fences. I think this may help your situation.
Good luck!
My son is having this exact problem and this is what he has done. The dog now sleeps in the laundry room at night and is on a rope that doesn't reach any carpet during the day when there are people there. Yes, she gets all wound around the chair legs etc. but you have to decide what is easier, scrubbing and sanitizing the carpet or unwinding the dog a hundred times a day. My vet once told me to put a short leash on the dog and hook it to my belt. I was to keep the dog with me at all times so I would know when they started sniffing and acting like they needed to go out. I would treat this little dog like where ever it peed, it would absolutely ruin the carpet. You need to know that any visiting animals will mark over these spots where the dog has gone. Good Luck!!
I would suggest that your pom is protesting the move. (Kidding really)
Have you considered that there might be something about the area you want him to go in that is unfamiliar or not right.
Has the area been sprayed with chemicals recently?
He may not want something around his neck when he goes. Is there a way to put up a temporary pen where he needs to go?
Also consider the footing is it similar to his old place or very different. Dogs learn where to go by the texture of the ground. Thus a dog kept in a garage and pooping on cement will not go on grass no matter what until he is retrained as if he were a puppy.
Get him out of the house.. dogs belong outside..I got 4 beagles and 2 labs.. they love the outside.. They never come in the house.. They poo outside every day...
The reason he is doing that is because of the shock of moving. He thinks it's unfair that you moved without his consent. I wouldn't let him come inside until he pees or poos outside. Or you can consider to paper train him. I wouldn't recommend to paper train him. Otherwise I would consult a vet.
when he pees or poops on the carpet scold him then take him outside to where he should pee. then after a while he will catch on not to do it on the carpet and when you take him outside, you have to wait for a while and when he does pee then apraise. i work at a dog adoption place and people ask how to potty train tem all the time.
crate trainm him. when he does his business out there praise him with a treat. also when he poos in your house ut his poo otside and let him sniff hell realize poo belngs outside.
Train him not to do it inside and train him to do it outside.
P.S. Get a Fence to really solve the problem.
