Ah, but there is an easy way to do this. You need to use the Pan/Crop tool. Have a look at your picture on the timeline. You'll see that there are two little icons on it. One is the Event FX tool (allowing you to add filters to a clip) and the other is the Pan/Crop tool. Click on it to bring up a new window.
You'll notice that this new window has a large F in the middle - this is to show the orientation of your clip. Zoom out using the zoom tool (over on the left side of the) window and switch back to the "Normal edit tool" to drag the image around. There's a timeline at the bottom of the window. Move to a point on the timeline and press the "+" icon to add a keyframe. Move your picture to where you want it. Now move to another point on the timeline and do the same. All the intervening frames will be calculated by Vegas. And so on.
I've uploaded a screenshot just to make it a little more clear. (Note: my interface is likely to be a different colour to yours, but everything else is the same).
