So the problem is when I am driving at any speed or gear, the rpm will quickly drop down and go back up causing me to lose power for that split second the rpm drops then returns. Another issue that seems related is that the car turns off after I come to a stop. This doesn't happen often, just twice so far. The first time, it took a few cranks to get it to start back up as if there was no fuel or spark. No check engine light or other lights come on. The plugs, wires, fuel filter, and o2 sensor are a little over a year old.Not sure where to start to fix this issue.

Your Crank position Sensor is dropping out meaning it giving a weak signal. replace it and the problem should be fixed Also change the TPS (Throttle Position Sensor) too.
