its in a sling and tied up but it keeps dislocating 3 to 6 times a day. The hospital says to wait. Meanwhile he is up through the night in pain and during the day it keeps popping out. Ive been giving him paracetamol and neurofen for 2 weeks. What can I do?

Taping or wrapping is always a good idea for increasing stability and you could couple it with the sling if you wish.
Some people have 'looser' shoulder joints than others but I highly doubt that the shoulder is actually coming out of the socket that many times a day especially if it is in a sling, as that would mean the ligaments are useless and surgery is necessary.
Pain killers can help but look for a long term solution for increasing joint strength and stability. Omega-3 fatty acids are very beneficial for joints. Fresh pineapple is also good for healing.
take him back to doctor/hospital and ask for some better method of pain control. No one need be in pain like this, also stress that the shoulder keeps popping out, they might find another way to dress it to keep in still.

You should really see a doctor! Because if its dislocating and you keep on putting it back in, when you put it back in There is a chance of getting a nerve or vain trapped in it and that might kill him. So see a doctor.
