I am having a honeywell security system installed at a house we are building and they are willing to install it for free if we sign a 3-year deal. It will be monitored by Cops Monitoring for $30 per month. Any advice would be great!

not great but not a bad deal
Oftentimes law enforcement will not arrive at an alarm given the high probability of it being a mistake and due to resource restrictions so do not read into this as being a sign of a faulty alarm or company, unless ofcourse they provide private security response. Also, as you should know, house alarms are wired through the phonelines; when the alarm is triggered it hijacks the phoneline to alert your alarm company. There is a slight possibility that the phoneline was still in use when they attempted to call you, unless again, you have your emergency number listed to a cell phone or different address. My suggestion would be to simply call and inquire as to a) their policies on alarm response and b) why it was these policies were not initiated in your circumstance.
