No it isn't. Puss is a sign of infection. Clean it with hydrogen peroxide or alcohol, then put some neosporin on it.
no its not normal after 3 weeks. your body isn't used to having your lip exposed constantly to bacteria that would enter the piercing.
it could be infected if it Carry's on go to the doctor or were you got your piercing from. but before that just clean it.
