Start out easy. Have her on a collar and leash, and just sort of walk her around outside. Every once in a while, say "(Puppy's name), come!" and encourage her to come back to you. Bend down, pat your knees, make all sorts of high squeaky voices that puppies love to get her to totter over to you. When she comes to you, give her a treat and reward her lavishly.
If encouraging her to come to you that way doesn't work, you can gently pop and tug the leash to get her to come back to you. The key word is gently - you want her to learn that when she hears the word 'come', it means 'stop what I'm doing and get my butt back to my owner because I'll be rewarded!'.
As soon as she's coming to you when called when she's on a leash, you can try doing it offleash or with a Flexi. Just take it easy, and make it fun for her! You want EVERY aspect about coming back to you to be fun for her.
