Usually you will get a letter in the mail from whomever you owe informing you that your taxes will be offset. This will happen if you had a court judgment against you for a debt you owe. Also if you owe back taxes, child support, alimony or money owed to a government agency they don't need a court order to collect, but they will notify you in writing of their intent to take your tax refund. My husband fell behind in child support when he was injured on the job. We received a letter telling us how much was owed and that it would be offset, and any amount over would be forwarded to us. I suppose if you really want to know you could try calling IRS and asking. I don't know if they could tell you but it's worth a try.

In some cases the delay could depend on the site used to file and whether or not there are funds being taken out of your refund. For example, I used H&R Tax Cut and elected the Simple Pay option to pay for filing my state return. My refund is due today, but may be delayed by 2-3 business days. This is because they get routed through an account at H&R Block to have their funds taken out first.

If your answers are No, No, and No ... then nobody is going to take your refund.
