You live in San Diego. Why not a beach wedding? Look in the yellow pages under weddings and find a preacher that will come to you if you don't have one already. Find a beach where there are not too many people, at a time like sunset. Be sure to hire a photographer. Then call a few restaurants and find one with an affordable banquet menu and has private rooms for the reception. Most restaurants will bake your cake, but if they don't then just go to Albertson's and order one and have someone deliver it to the restaurant before the wedding.
I bargained with the place we ended up at (my DREAM location!) and was able to afford it. I told them I was willing to take a date in the next 4 months and would be willing to do a Friday or Sunday wedding. It worked out because they wanted to book a date on such short notice, so they gave me a discount!

I'm from the east coast, but I'll tell you what I did. I just started calling around. Here's a site with San Diego listings: http://www.weddingconnections.com/San_Diego/
