I have a debate and I am negative so I need points to fight on this idea. But I have a brain fart, I can't think of anything. Pleas help. The Supreme Court shall require congressional approval for any introduction of US armed forces into hostilities, except in cases of a direct attack on the USA?
What can I do with this

Could be a time sensitive issue. When the U.S. personnel were attacked in Libya, it would have been impossible to get congressional approval (though technically a U.S. embassy is U.S. territory). Another reason would be security. Some military operations have to remain secret, such as when we killed Bin Laden. Also, of course, the President is the commander n Chief. Sometimes there just has to be one person in charge, not a committee
