Well, it's a TV show, but The Spectacular Spider-Man should be exactly what you're looking for. There is high school drama, high school romance, high school everything. The script is written so cleverly and they even manage to sneak drugs into a TV-Y7 cartoon. Plus, it's got AMAZING action and BEAUTIFUL animation. Some people don't like the animation, but I personally love it. SSM is my favorite show and it really catches the high school spirit and feel with great romance. Too bad it got canceled though. :'(

Have you seen Ramona and Beezus it's got some nice romance.
