I don't think that it was improper training, I think it was more of improper judgement.
It was completely unnecessary, but there was no way to know that he was deaf. If he isn't responding to them, and he did take something, which is cause for concern, he was asking for it.
That said, we didn't get to see what happened beforehand. Either way, unnecessary.

That is a disgrace. Shame on them for acting like that. They should lose their badges.
