Would printing pics using Photoshop be better than printing the same pics from Windows photo Viewer? I m not speaking about each programs editing tools, just wondering if something in the program processes the info to where the photo printed is better on one than the other, just as some may say one child is better off going to public school vs private school. Thanks.
Update:...I also scanned the pic at a very high dpi ~1200, even though its a rinky-dink HP Deskjet 2546.

Anything that sends a photo to the printer actually sends it to the printer's driver. The driver has the final say in what actually gets sent to the hardware. The driver has to be configured properly to get a decent printed photo out of the printer. A misconfigured driver is the root cause of most failed printing attempts.
If the driver is configured to print photos, you can use the right-click/print menu to print your photos.
It all depends on the resolution of the photo. I have no idea about Windows Photo Viewer but it doesnt sound like an image manipulation program.
Once you hit the print button, the picture (or whatever) goes to the print spooler and everything is in your printer's hands. So, no.
Not likely to make any difference. If you just open a JPEG for instance and do not edit it in any way, then just print it the JPEG is just passed to the printer software for printing.
