No more than an atheist builder would refuse to be involved in the construction of a church. As long as he's paid for the job, why should any craftsman refuse to do a job?
But logically what would be the point ? That Christians are sexual perverts practicing lust-ridden animal abominations in filthy subhuman promiscuity ? The baker would be killed the next morning.
The baker has sense - -but You ? Aaaah, I'm a-wonderin.

He can. And then you can sue if he has a store open to the public on a street supported by tax dollars. It is called ability and consequences.
If he's a private baker who only takes private commissions, then he can refuse and you cannot sue. That's called ability and private liberty.
