which universities in georgia offer admission without the TOEFL or SAT test?

i am an international student who wants to school in georgia but i would like a university in georgia which does not consider in taking TOEFL or SAT for admission. Anyone with an advice?

But—I think you’re chances are slim if you’re taking into consideration University at Georgia without considering in taking TOEFL / SAT.

I was reading through UNT's graduate catalogue the other day, and I remember seeing the information about those tests. I'm pretty sure if you are trying to go to graduate school, you have to have them no matter who you are. If you mean you graduated from High School, you're going to have to take the entrance exams unless you have taken the SAT or ACT and scored high enough to be exempt, even if you just go to a community college.
