Either (a) they are using the pretext of an interview to meet with workers, so that they can sell them something, or (b) like a few other companies, they are looking for workers who they will have sell insurance to their friends and family; once the worker's friends and family have either bought or decided not to buy, there won't be any more work for most of the workers.
Don't expect to be made to do any work. Most insurance jobs only pay commissions, no salary, so you don't really have to do anything, because they don't pay you anything for being their worker. If you happen to be able to sell something from time to time, they'll give you some of the money that they make on that sale, and that's cool, but you should not expect a regular paycheck.
There is a reason why 95% of new hires in this industry quit within their first year. Most of them have to quit because they are not making enough money to be able to keep working.
Most likely they'd set you down with a phone book or a list of phone numbers and have you call all of them to ask if anybody would like a quote for insurance.
They do have a marketing department but unless you've had experience or schooling for marketing I doubt that's what the interview would be for.
