It's growing in Northeastern Oklahoma. I've never seen one before. It is small, I'd say about 8 feet tall. All of the branches are somewhat slender and come up from the bottom of the trunk. The foliage is dark red, and it has these things, they're like dandelion seed heads, but they are huge, and they are a rusty red. It's a beautiful tree, was a lot bigger before the last ice storm we had. Very unusual. I don't believe it is indigenous to Oklahoma.

It's really hard to guess with out a picture, but if I had to I would say it is a Cotinus.
