got a new mountian bike and kind of let my old one go, it has been outside for maybe 3 months. i do know a bit about bike repair so im confident that if it can be repaired i can do it. so what are some things that could cause this and how can each of those possibilities be fixed?

A bike shop will do a basic tune-up for $40-50. basic tune-up does not include replacement parts.
if your bike has quality parts like most purchased in bike shop (not department stores like Walmart, Kmart, sears) then it most likely has good parts on it that do not, i repeat do not need replacement for the stated amount of time left outside.
or
1.Clean your bike.
-then spray all moving part with DW-40
-then wipe off all part sprayed(any oil left on bike will collect dirt and eventually cause a problem)
2.Replace any rusted parts is your best option
-if you cannot do this, your other option is to lube all moving parts with TRI-FLOW
-All moving parts include(Brake levers, chain sprockets-the gears, both wheel hubs-both sides, front derailleur-all moving parts(springs joints), rear derailleur-all moving parts(springs, joints, cogs), any mechanical cables(brakes front/rear derailleur)
-after you put TRI-FLOW on each part let it sit for a few seconds then wipe it off.
3.once all parts are lubed test each part for accuracy
-brake levers should work without having lever touching handle bars
-go through each gear. low to high (if you hear a rattling sound in lowest or highest gear have a bike shop adjust it. no more than $10) note lowest gear is gears front and back closest to frame, high gear is gears front and back furthest away from frame.
4.inflate tires to proper P.S.I.
Please note DW40 is not a lubricant it only protects against moisture. TRI-FLOW is a standard lubricant use on bikes. using this after DW40 is better on bikes. most important a clean bike is a well maintained bike.
at-least once a month check your ABC's, the more often the better.
A-air in tires
B-brakes working properly
C-chain not rusted, clean look(no grime), an lubed
D-drive-train make sure all gears work properly
