You'd have to visit and interact with the bit.ch yourself to find out whether you agree with that - a 10-15 minute walk with her on-lead will indicate whether she is a mad-cap lunatic, or untrained but sensitive to your walking speed, or scared of you, or one of the many other possibilities in that scale. After which you can decide whether you have the experience and the spare time to improve whatever needs improvement.
The term "disposition" covers the pooch's attitude to life, people, and new experiences. Depending on the fosterer's situation, it may or may not include the pooch's attitude towards various other creatures.
It doesn't cover whether the pooch has had manners training, although fosterers usually make that their second priority (first being to get the pooch healthy & feeling secure).
It is the way she acts towards a person or animals. I have a German Shepherd mix and she is a great dog. She is great with kids, pets just about anything. I think you have made a great choice in choosing a German Shepherd.
It basically means shes sweet and loyal. Disposition refers to her overall attitude and temperment. It can also mean maybe shes not trained all the way, but can be easily trainable. Its definitely a good thing!!!

That the fosterer thinks the pooch is adoptable.

a dog with a great disposition probably is friendly and willing to perform commands (or at least learn them!)
Disposition is her attitude and the way she takes to commands.
Personality and rapport with humans and other dogs. In other words, friendly right out of the box.
