Why did president Johnson passed more domestic public policy bills and civil rights bills than any other president? Was it because of personal morality, had the political capital to do it, to fight communist propaganda (media)?

Texan with an accent, LBJ was least likely to be a pro-civil rights president. But in reality he did more for the African Americans then his predecessor JFK. Robert Caro has written 5 volumes on LBJ, his life and presidency. You will find your answer in those books.
