every night before i go to bed, i apply a conditioning lip balm. chances are u wont lick it off during ur sleep so ur lips get a good 8 hour treatment. i think it also works a better at night, as in a similar way that night time face moisturizers work, ur body uses sleep to repair, rest and regenerate. u wake up wit soft lips - its great :)
i find brushing them wit a toothbrush can sometimes be a bit harsh, especially if they r chapped. u should try rubbing wit a wet face cloth while ur in the shower.
I swear on Vaseline. When my lips are okay I can use any other lip balms, when they get dry or peel, the instant answer is Vaseline, even for my hands or feet. It is cheap, has no perfumes and goes a long way.

Um... use Vaseline, that usually does the trick.
This one might sound crazy...but it works wonders for me.. get some tea tree oil, n rub a some on your lips, it works over nyt!!
( tea tree oil stings ..and has a strong smell so u cn mix it with any of your fav lipbalms ) ...i do it all the time when my lips peel! =)

Wet your lips and brush them gently with your teeth brush. Do it twice a day.
And for lipsticks, try the Body Shop. They have great stuff! And keep your Nivea sticks with you every time and apply it like in every half an hour.

chap stick works for me. keep putting in on all day and whatever you do don't lick your lips!
