You can play all those games at least at minimum settings, some at higher (medium/high). The only games you might play at max is Sims 3 and MInecraft (make sure that you give java/minecraft at least 2 gigs of ram (2048MB).
If your going to upgrade any of the parts then upgrade the CPU or GPU (grapic card). You can overclock your CPU, but I'd suggest changing the GPU to a more powerful one.

GTA IV, Minecraft, and Sims 3, yes. Skyrim and Prototype 2, probably not on max settings.
