Hi ! I am right now in the process of losing my weight appropriately. I want to build Abs. I am thin but not 'very' thin right now. I am slightly 10 pounds above my ideal body weight for my height and age (27 years old Male).
Should I start doing exercises for my Abs? or should I lose more weight? If you recommend exercises, which ones are they?
I'd be grateful for a detailed answer.

There's no bad time to get any part of your body into better condition. You can start now if you want. I will say that regardless of when you start, don't stop eating right and don't stop your cardio. Your abs are one of the few muscle groups that you can work hard often, so soreness aside, you can actually do ab workouts every day. I don't do that just because I think it's unnecessary. I also think just doing abdominal workouts is kind of silly unless you're just trying to get rid of some lingering bellyfat.
Of course though, cardio should be at the top of your list above any weight lifting. If you eat right and keep your cardio going, you'll find your abs getting visable soon enough. If you want to get a ripped stomach then you'll be best off combining core training with your cardio and diet.
Your abs are several muslce groups, all of which should be worked out for maximum results, and you should not ignore your obliques (muscles on your sides) or your lower back. Working your core puts more strain on your back than your body is used to at the moment, so you want to work that as well. If you have a local gym with lots of equipment, you may find a back extention machine that is basically a chair with resistance on the back and you just lean all the way back. Don't overdue the weight on anything like that, it doesn't take much weight to strengthen your core, just good form and repitition.
Assuming you're not in a gym with fancy equipment, you can lie on your stomach, put both hands behind your head and raise your and raise your upper and lower body off the floor.
With the abs and obliques the best thing you can do is stay tight. If you're doing crunches for example, don't let your shoulders tough the floor so your abs stay flexed. Also keep good form, as in keep your gut tucked in and flexed instead of letting your stomach bulge out flexed. If your gut is bulged out and flexed, yor abs will get stronger as usual, but you won't appear to lose weight because your abs will be trained to poke out more. I know that's hard to understand, but if you just flex your stomach different ways you'll figure out what I mean.
Once your abs are getting stronger, another trick for the crunch type excercises is to roll up a small towel under your lower back. This just gives you a little more extention on your abs than a typical crunch. Also be careful to not strain your neck if you are doing floor excersizes. A lot of people put their hands behind their head for situps or crunches. That adds a little resistance which is fine, but more often than not people unknowingly are trying to pull themselves up with their arms, pulling their head forward and putting strain on the neck. Try balling your hands together under your chin instead.
And don't worry about how many reps you're getting. Most people will disagree, but the truth is that even doing 15 crunches the correct way with perfect form is NOT easy. Take them slow, keep yourself tight, and be careful and mindful of your neck and back.
You can use google and find tons of excersizes for upper abs, lower abs, obliques, lower back, and everything else. That would honestly be easier for both of us than me trying to describe the exercizes to you. There's a couple examples under the source part here. But if you have any questions, add it on; I'll check back again later on
Doing one will help the other. Start those crunches now, and lose weight together. You gave to drop below 12% body fat to begin seeing abs. Crunches, sit ups and leg lifts are the main exercises to get abs. I do 150 crunches a day. That would be a good start.
