how do i get a job at costco?
I have been applying more than twice a year and I can't seem to reach the hiring manager even by calling or walking in because the managers are always so busy that they tell you to apply online or they're not hiring what can i do? is there a way that i can have them go over my application or something? if its online application only can i still give them a resume just by walking in? please help

Work out their quiet period, when the managers are likely to be less busy just roll in and start a friendly conversation with them, appear confident - you dont have to start on 'can i have a job' you can lead up to it'.
Compliment them on their great maintenance or smooth operation of their store (butter them up), then slowly get round to the fact that you too would love to work in such an efficient environment, this will definitely be enough for them to consider it seriously. If you make them like you, they will want you to work for them.
