i had the same exact problem. my dad was cool with me getting a beardie, but my mom was dead set against it. i did some research about beardies. what they eat, how i would clean the cage, etc. i sat down with my parents. by that time my mom had talked my dad into not letting me have a beardie. so i told them what i wanted to talk to them about. i told them some facts, and they asked questions, blah, blah, blah. i answered them. and after a while, when they realize you know your facts they'll probably give in. but you HAVE to assure them that your going to take care of it.
Follow the advise of the person above. Get a fish or something equally small and be diligent in cleaning and feeding it. Maybe your parents will be able to asses wether you can take care of a bigger pet or not by the care you give the fish or hamster... or whatever you choose :)
Start with a simpler pet, like a fish or hamster. Not as interesting as a bearded dragon, I know. If you can prove you can look after it they might consider a bearded dragon.

They obviously don't otherwise they wouldn't be questioning whether you will care for it.
Prove to them starting now that you will - do your homework without being asked, go to bed on time, do all your chores and help out around the house.
Show them that you are mature enough.
