im not sure. but i think you might have to go up to department. i dont remember what its called but i didnt get my daughters birth certificate in the mail so i had to go there and pick it up.

Most places if a paternity test proves its someone else or an adoption takes place you can have a new birth certificate made.
You have to have some form of court type document to have it changed proving the father has changed.
You will have to go to court. If an adoption takes place the name will automatically change and a new birth certificate will be issued.

The biological father needs to have a legal paternity test done. Then go to court to have a judge rule on it.
If the problem is simply a misspelling, then you need to go to your county's record office and file a form. I doubt there is a charge for that.
