when i took my test, if i was to happen to even touch the curb, when doing a three point turn, or when reversing around a corner, well that was a no, no, and it meant an instant failure. well now people just drive along the pavement until they find a spot they like the look of, and park their car, van or lorry where they like, thinking as long as they off the road this makes it right. i have contacted police, who passed me on to a special constable, who passed me onto the council, who put me back onto the police, well you get the picture. well obviously the law has changed, regarding parking a car on the pavement, but i cant see any mention of the fact in the high way code, can any one enlighten me?

The honest truth is the modern life style has overtaken rules and regulations and police and or authourity have to close there eyes to a lot of things to allow the life style to continue.For example our street would be bloked if vehicles were not parked partly on the pavement.Its not fair to pedestrians but what is the answer.
I don't think there has been a change. It is still wrong to park on the pavement. It is also wrong to cycle on the pavement, but it doesn't stop people doing it. The police don't have the resources to deal with all the infringements.
My misses got a parking ticket for parking to close to a kerb stone that a push chair couldn't get down the narrow pavement but a car further down the road a car didn't get a parking ticket that was parked on the pavement and a push chair wouldn't have got past that car either
Your driving test wasn't about whether you knew the rules about pavements, but about your ability to control the car properly and safely. If you hit the kerb, you failed because you were unable to control the car to a satisfactory standard.
I do think that where pavements are wide enough, and the road is narrow and congested, there is some justification for parking with one wheel on the pavement. In France there are streets where this is legally allowed - a white line runs down the pavement, leaving a wide enough space for a wheelchair or pram, and cars must not put a wheel beyond that line.
I know what you mean about the change in attitude towards parking on the pavement. It is something that really annoys me. Apparently it has only ever been an offence to park on the pavement in London, it is an offence to drive on the pavement everywhere.
