I work at an apartment building. A resident wrote me a letter the yesterday and said that he believes that my coworker has hired a bad cop to keep going through his mail and that the coworker has placed a GPS in his cell phone and she's been following him. He asked that I respond.
Update:LOL, it's not the same guy that showed me his manhood, although I found out that guy has been stalking a redhead in the building. Nice, huh?

Write a non-sequitur, meaningless response.
Say things like Captain Kangaroo was a closet communist, and that Billy Idol sang White Wedding about you. And go into really long excruciating detail about this stuff to the point of where you have a crazy person saying "Whoa... I don't know about this chick...."
This resident sounds like he has a mental illness. At present, it doesn't seem like he would be a danger to himself or others, but you can't be too careful. The first priority is that you should document everything and make sure your supervisor is fully aware of the situation. Ultimately, it is your job to interact with this person, so tell this person that the only way you can assist is if there is unquestionable evidence of his claims. If all he has to go on is belief and assumption, then you can't help him. If this person gets volatile, threatening or violent in any way, notify the police immediately as well as your supervisor.
Tell the resident to go to a good cop about it. Mail Tampering is a federal offense.
ETA: Okay he other 2 legit answers think the man is mentally ill. Is he mentally ill? If so, just say something like "I'm sure that he's not doing that to you but I will check it out." But you don't really have to.

The guy is mentally ill. He sounds like a paranoid schizophrenic, and those people can snap at any time. It doesn't sound like he's getting treatment or taking his meds. Somebody in charge needs to know.

Just tell him that you've passed his letter on to somebody in command, who will investigate the problem. And be careful.
Edit -- Don't argue with him, or ask to see proof of his claims. Like I said, you don't know what might cause the guy to snap.

On the serious side...make a call to his family..he needs their help.
I would respond with the phone number to his psychiatrist and a reminder that it is important to take his medication daily.
Are they actually allowed to use controlled substances there ?
