Take the poor dog to a vet to have a dental check.
Many small dogs are prone to bad teeth no matter what they are fed. Most of them require at least an 18 month dental along with daily tooth brushing to keep their teeth is good shape. Your Bichon obviously has developed tartar that is bad enough to cause gum infections and probably some bad teeth that will need to be extracted. Take the dog to the vet as gum infections can lead to a bad heart.
When it gets that bad, there is nothing you can do for him at home.
You definitely need to visit the vet to have a cleaning and have her treated for any rotten teeth. Blood on her chew toy sounds like gingivitis where the gums are infected and chewing the toy is causing them to bleed. That said, periodontal disease can be very unhealthy and can eventually cause heart disease if left untreated.
Once you have a fresh start from the vet, I would recommend you brush your dogs teeth and feed daily Greenies. Greenies are an oral care treat that are approved by the Veterinary Oral Health Council as being effective at removing plaque and tartar. You can check any dental chews for that seal to see if they've been tested.
Hope that helps :)

That is definitely gum disease. It sounds quite advanced. Take her to a vet as soon as you can. She'll start losing her teeth if you don't.
Sounds like she needs a good teeth cleaning. Ask you vet.
