Romantic without a doubt! If it were me I'd be in tears. I'd be in tears if my partner did it in our living room actually... hehe. Happy ones of course :) If you want to do it at the tower though, do it at night! It's so beautiful all illuminated. I've not been but my ma has and the photographs are gorgeous.

just make sure you plan what time of day carefully. when i went to the eiffel tower during the day it was rammed with tourists and street sellers flogging junk. i saw it at night lit up and it looked gorgeous. if you do it after the tower is closed for the night it will be much quieter.
