i have a basic kitchen torch and every time i make creme brulee, the torch only lights up for a few seconds, and only caramelizes 1 ramekin, and i have like 20 ramekins to caramelize. what should i do? it lights up perfectly but how it lasts annoys me. should i change my torch? or if ever how many minutes should i be refilling the torch and knowing when to stop filling it?

So refill it. It's empty.
If you purchase a butane refill bottle, why worry about exactly how long to hold the refill tank on? Just hold it on for a few seconds. It doesn't take much time to transfer an appreciable amount of fuel into the torch, so a simple count of 1-2-3-4-5 would be enough fuel to do your caramelizing.
Want to make it easier to do? Put the torch in the freezer and leave it there for an hour. Leave the refill bottle on the counter so it's at room temperature. The cold temperature will sharply reduce the pressure inside the reservoir of the torch. It will refill faster and cleaner than if it were also at room temperature.
It sounds like your torch is empty. Fill it with fuel approved for your torch. It should work fine, then.
When filling your torch, if you have a sight window in your torch, see how full it gets. When it is full, the fuel will splash back out of the filling valve. That tells you it's full.
