Not all of them do. It depends on their personal values. There are some amazingly wonderful men in France and you may find one of them. Of course there are many playboys and sleazes too, exactly like in other countries. Similarly, women may not consider exclusivity as important as other things like being provided for, or they may have more important things going on in their lives like friends or careers or shopping. Or they may be cheating on their husbands as well.
Mistresses are indeed a part of French culture though. I'm just not sure if it happens MORE in France than elsewhere because they're less likely to hide it than other nationalities. There is not the same stigma about cheating on your wife in France that you get in countries like the USA, for example. Politicians have appeared with their mistresses to public meetings and TV appearances. The CSO at my company (I work in a very old and prestigious - in France at least - international company near Paris) loves to brag about his mistresses to whomever is around. His wife is the CIO of another equally large global company and they have many mutual business partners. Some men at the company envy him, some are indifferent, and others are horrified. But either way, it is the way it is. I can't remember where, but I read somewhere that a french woman confronted with her husband having a mistress replied, "He is a good husband - he provides for me and my children, and I have someone to go on vacations with. Why should I care if he shares this much (holds up pinky finger) with another woman?" *sitation needed!*
I will say this from personal experience though. I mainly attracted interest from people who already had wives or girlfriends when I first moved here...and at first I didn't know they were involved with other women. Don't ask don't tell, right? I asked other foreigners living here and they, like me, felt like they had a giant "mistress" tattoo on their foreheads because they were foreign. They eventually gave up on French men and found foreigners.
If you meet the right person and he happens to be French then it is not a problem. But if you are looking for someone who is French specifically, then I suggest you learn to play the dating game the French way with the French rules or you'll probably get burned. It's different. And there's a reason why the Latin cultures are described as "jealous".
